The legal representative, presenting evidence, detailed the defendant's actions to the legal proceedings.

She explained his victims were under-privileged children who were staying at a summer camp which he operated.

The defendant conducted a "candy game" with the children, Mrs Prior stated, in which he would access the sleeping quarters when they were getting ready for bed and ask them to ingest treats "as fast as possible".

She stated to the judge the defendant had conducted this practice with the boys "over an extended period", and children had earlier experienced illness the subsequent day.

She explained the man had been able to explain this over a long period as the youngsters being "overexcited from fun", until his stepson had worries in recently.

Mrs Prior KC stated further: "Recently" his stepchild had suspicions about what was going on, for good reason.

"They chose" to investigate in the individual's items."

The legal counsel said objects including infant oil, Vaseline and injection devices were located, and his stepchild alerted the law enforcement about his suspicions.

She stated Ruben continued to engage in the "candy game" with six youngsters that evening - Saturday 26 July - and they were all ill the subsequent day.

"Authorities" had not responded by that time," she stated further.

The regulatory agency, the investigative body, had stated that it was examining law enforcement's management of the incident.

The legal representative stated the children were having difficulty walking due to their sickness, so Ruben's stepson contacted the authorities once more.

She said the man then engaged in the "treat game" in a area of five children.
